How to obtain a Dubai Unified License? 

Obtaining a Dubai Unified License (DUL) is integrated into the standard business setup process in Dubai. The DUL is not a standalone license, but a unified identification number automatically issued once a business license is granted. The process typically involves the following steps: 

Step 1: Choose Business Jurisdiction and Structure 

Applicants must first decide between: 

  • Mainland (access to the wider UAE market) 
  • Free Zone (100% foreign ownership, sector-specific benefits) 
  • Offshore (primarily for holding or international business structures) 

Step 2: Choose a Business Activity 

Applicants choose between different types of business activities from the approved list of business activity types (business, profession or industrial). These types of activities will determine what type and where the licensing authority will be to obtain a license. 

Step 3: Reserve Your Trading Name 

A proposed name for a business must be in accordance with the UAE’s naming regulations (for example, not to include vulgar, obscene, or misleading words). The availability of the name will be verified by all of the Dubai Government authorities through a centralised system. 

Step 4: Submit Application and Documents 

Typical documentation includes: 

  • Valid passport copies of shareholders 
  • UAE visa or entry stamp copy (if applicable) 
  • Proof of address 
  • Business plan (for certain activities or jurisdictions) 
  • Memorandum of Association (for LLCs or partnerships) 
  • No Objection Certificate (if the applicant is a UAE resident under sponsorship)

Step 5: Obtain Initial Approval and Business License 

Applications submitted to either (a) Department Economic and Tourism (DET) for a mainland business, or (b) contracted Free Zone authority, will make your businesses eligible for enrollment in the business license criteria. Business license approval will be completed, and business license fee paid; your business license will be issued at this point. 

Step 6: Receipt of Dubai Unified License (DUL) Number 

When the business license is issued, the system automatically generates a Dubai Unified License Number (DUL) for your company.  

Step 7: Issuance of Dubai Unified License  

Upon issuance of the business license, a Dubai Unified License number is automatically generated. This serves as a single digital identity for the business across all Dubai government platforms. 

Step 8: Access DUL QR Code and Digital Profile 

Each business will receive a QR code that links to their Digital Profile. This will enable the company to verify its information digitally from their DUL profile. Requirements for displaying may vary by regulation guidelines.
