What is the application process for project management license in Dubai? 

The application process differs depending on whether you select mainland or Free Zone jurisdiction. Both pathways follow structured steps that ensure compliance with Dubai’s licensing rules. 

Step 1: Choose your jurisdiction and legal structure 

Decide between mainland and Free Zone setup. Mainland licenses allow you to work directly with UAE clients and government contracts. Free Zones allow full foreign ownership and offer tax benefits, though they restrict you to serving only international clients unless you obtain extra permits.  

For mainland, select between an LLC, sole proprietorship or civil company. For Free Zones, choose your preferred authority, IFZA offers packages from AED 12,900, whilst DMCC starts from AED 20,000. 

Step 2: Reserve your trade name 

You will need to put together two or three potential business names and submit them for approval to the DET. The fees range from AED 620 to AED 2,000 and are processed by the DET for main land applications only.  

If you would like to reserve a name in a Free Zone, it can be done via an online application and will be processed by Free Zone within 24 hours of submission. 

Step 3: Initial approval (mainland only) 

The next step is obtaining initial approval from the DET. This is a requirement for applying for your trade license in the UAE, which costs between AED 150 and AED 300. This can take up to two business days to be processed. The requirement is not applicable to Free Zones.  

Step 4: Prepare your documentation 

Gather required documents: 

  • Passport copies of all shareholders and directors

  • Valid Emirates ID copies (for residents)

The mainland requires you to have a physical office which is registered with Ejari, this typically costs between 15,000 AED to 50,000 AED annually. 

The Free Zones allow you to use virtual offices, flexi-desks or furnished offices as part of their package options. 

Step 6: Submit your application 

Once you have secured your office you must submit your documents to the DET and pay for your license which can typically cost between 10,000 AED to 15,000 AED. The total cost to setup your business can be anywhere from 15000 AED to 25000 AED. 

For the Free Zones you can complete the application process by submitting your application through the authority website and uploading your documents, as well as making your payments which range typically from 12,900 AED to 50,000 AED depending on the type of business you are starting and which free zone authority you are using. 

Step 7: Receive your trade license 

Mainland processing takes seven to ten business days. Free Zones process within three to five business days. Once approved, you receive your trade license and can proceed with bank account opening and visa applications. 

Both license types require annual renewal before expiry to avoid penalties. Most authorities offer online renewal services.

IFZA package prices range from approximately AED 12,900 to AED 30,000, depending on the number of visas included and the required office space. DMCC’s package prices reflect their premium branding, with packages costing approximately AED 50,000 inclusive of setup costs and office space. 

Visa processing fees typically range between AED 4,000 – AED 6,000 per Visa. This covers medical examinations, issuance of Emirates ID, and administrative costs incurred by Ministry when obtaining visas. 

Annual license renewals are typically equal to the original cost of issuance.
